How this works. Points can't be sold or transferred in any of these states. Most of them do
let hunters apply together as a party, and the party draws at its members' average points.
A 10-point leader with three 0-point partners applies at 2.5 points, or 2 where the state rounds down.
The partners' odds go up, the leader's go down, and if the party draws, everyone's points are used.
Each listing shows both sides of that trade. Slots are free unless a state rule permitting payment
is recorded, and none is yet. The site never holds money or touches anyone's agency account.
